Just two minutes once a year...

When I was at school we in the cadet force used to march to the Cenotaph on remembrance Sunday, along with the real soldiers, the scouts, etc etc and the police closed the roads all around, end of.
When I lived in Huntingdon fifteen years ago and took my boys to the memorial there, a big fat police sergeant would stand in the middle of the road and stop the traffic.
Now, the advice from Cambridgeshire Constabulary is "Organisers would then need to implement the closure using signing and guarding in accordance with Chapter 8 of the Traffic Signs Regulations and Directions. This would likely involve employing a professional traffic management company."
If this is progress then I'm a dutchman.
