There are other sources of funding, including Tesco's new initiative, as well as AmeyCespa's, that built the marvellous pirate ship at Hinxton. Then there are the various lottery funds, and also using the money paid by developers for new houses, as in the case of the Newton Road site. All sources of funding like to see that the bidders have been active in securing matching funding, plus a bit of local "cake stall" effort to show the community is active.
A successful bid takes planning and organising including writing bidding briefs, and demonstrating good governance and community consultation which funders want to see evidence of.
So in our busy lives we should pause while running for the train grabbing a skinny latte on the go and checking out emails and be thankful that there are people like the Heathfield Residents Association, who have set themselves up as a charity to try to achieve improvement for their play area, and the residents of Newton Road and the parish council at Whittlesford who are doing the same.
