20 mph speed limits - but who enforces it?

Since attending the 20mph conference last week I have had emails from various villages - not just in my patch - about how to shift the emphasis from one or two villages going for this, to more of general demand. At the moment each village wanting to do it has to go through a lot of procedures, required by the county council as the highways authority, and it can and does feel like an uphill struggle, especially for a small PC.

Ickleton parish council will decide at their meeting this evening whether to self-fund a bid for 20mph in parts of their village, after being unsuccessful in securing county council funding. 

I am meeting highways officers on another issue tomorrow morning and will raise this point, but the real issue on all this is - what enforcement is there? There is not any point in securing a 20 mph limit in a village and for there to be no enforcement. This came up at the conference, and while I think everyone recognises that the police cannot and should not monitor every street, there needs to be some monitoring and enforcement,
otherwise the limit falls into disrepute.

It is something I am going to take up with the police.
