who checks our streetlight energy bill?

I pressed the county council at the recent accounts committee. We received a report from the county's auditors offering only limited assurance about the bills from the energy companies that the county pays for streetlights. it seems the county council doesnt check its own estimates of costs - supplied by a specialist consultancy - agaisnt the bill when it comes through their letterbox.

We need to make sure contractors are not getting away with putting in any old amount and hoping it will not be scrutinised. We cant afford waste, it any form. I will be asking the transport and roads committee to be sure it has  a handle on the improvements needed.
